J. Rachelle Philippe – Spirit name: Nibi Kwe (Water Woman)

Rachelle walks a path shaped by family and culture — children being the heartbeat of her life’s purpose. She is a proud mother, grandmother, and great-grandmother. With a background in education, administration, and advocacy, she shares her legal and cultural knowledge to support First Nations governance and community. She holds a Bachelor of Arts from Laurentian University, Bachelor of Education from Nipissing University, and Juris Doctor from the University of New Brunswick. She was called to the Law Society of Ontario in 2017. As a Councillor, she is committed to openness, clear communication, and ensuring all voices—on and off territory—are heard and respected. Rachelle is honoured to have been elected in March 2025 and to be working alongside community members, Ogimaa Chad Edgar, and fellow Councillors. She will be involved in various portfolios and committees, including finance and education.
